ARTICLE ~8

To see if the Town will vote to appropriate or reserve from the Community Preservation annual revenues in the amounts recommended by the Community Preservation Committee for administrative expenses, community preservation projects and other expenses In fiscal year 2010. with dach item to be considered a separate appropilation

Appropriations:
From FY10 2010 estimated revenues for Committee Administrative Expense for the fiscal
year ending June 30, 2010 $12,500
Reserves:
From Fl 2010 estimated revenues for Historic Resources Reserve $25,000
From Pt 2010 estimated revenues for Community Housing Reserve $25,000
From Fl 2010 estimated revenues for Open Space Reserve $25,000
From FY 2010 estimated revenues for Budgeted Reserve $130,000

why do we we keep trying to shoot ourselves in the foot with imprecise language? These numbers are best guesses by our town financial officials. We don't know how much money is being collected from the voter authorized act passed in April. We don't know how much money is coming from the State in accordance with the Community Preservation Act. This money is NOT going to be appropriated from any where. It is partly money already authorized by the voters and monies coming from the State....both unknown amounts. There IS NOT a $12,500 stack of dollars lying in the treasury waiting to appropriated and spent by the Community Preservation Committee. The State law we apprioved for Seekonk authorizes 5% of available funds as outlined above to cover administrative expenses incurred while administrating the act in Seekonk. Things like mailing out the information with your tax bill; letting you know that we are accepting applications to develop Open Space, Affordable housing, recreation space, and preserve historical buildings and places. It's quite likely the 5% will not be spent in a year....then it will be carried over to the next year and become part of the monies the
act authorizes to be spent on the types of projects outlined in the act and in this comment. NONE of the funds allocated to Seekonk will be spent without the approval of the town meeting. I repeat.....this IS NOT an appropriation.

I absolutely agree - what is with all of the 'estimated' revenue. Money should be placed into an appropriate account before it is appropriated.

It should also be noted that there are no state matched funds the first year...so that number doesn't need an estimation. It's a definite 0
